US Air is not wasting anytime in dealing with the passengers that were
aboard the plane that landed in the Hudson River last week. Each
passenger was sent a $5,000.00 check (to offset lost luggage) and a refund for their ticket.
It appears that NTSB rules dictate the rules in the return of their belongings- according to CNN:
An executive wrote a letter accompanying the payment : Investigatory protocol requires that the aircraft and all of its contents must be examined and weighed prior to releasing any items onboard in order to verify the weight and balance on the aircraft. ... The process is to weigh all items in their current state, dry them for eight weeks and then weigh them again," Once they are released by the NTSB, they will be returned
